Abstract:
W artykule autorka omówiła niektóre zagadnienia związane z zasadą jawności oraz
wskazała na rolę tej zasady w kontekście współpracy samorządu terytorialnego z organizacjami
pozarządowymi. W szczególności autorka analizuje złożoność omawianej zasady,
jej realizację w sferze działań administracji publicznej oraz różnorodne jej interpretacje.
Rozważania oparto na orzecznictwie i poglądach doktryny prawnej.

The article discusses some issues concerning the principle of openness
and shows its role in the context of cooperation between self-government authorities and
NGOs. In particular, the author examines the substance of the said principle, its realisation
in the sphere of activities of public administration and its multifarious interpretations. The
remarks of the author are based on actual judicature and opinions of legal doctrine.
