Abstract:
Starost holds a key position in structures of the local public administration, his activity in
this field is quite complicated and it has a profound duality. In particular, since from one hand his activity is related with local self-government. On the other hand he remains element of the government administration on county level. However, actually starost performs essential functions of state, it’s indispensable for both sides of the decentralized public administration. Legal analysis of the complicated factors the position of county starost in the structure of local public administration is following article.

Starosta zajmuje kluczową pozycję w strukturze terenowej administracji publicznej. Jego
aktywność w tym zakresie jest znacznie skomplikowana i wykazuje daleko idący dualizm. Z jednej strony jego działalność związana jest z samorządem terytorialnym, z drugiej zaś pozostaje elementem struktury administracji rządowej. Jednakże w rzeczywistości starosta wykonuje istotne funkcje państwowe, ważne dla dwóch stron zdecentralizowanej administracji publicznej.
